He took a split-decision over Paul in Saudi Arabia and then a controversial points win against KSI in Manchester.
But Tommy is yet to return since having undergone hand surgery.
And brother Roman, 28, told SunSport: “I’d like to see him have a few comeback fights because obviously he had a massive surgery.
“He’s been out of the ring for God knows how long now. It’s been well over a year.
“So a few comeback fights and then go for the Jake Paul, the KSI rematches and just see where he goes from there, but they’re the two main fights that he wants to have.
“But he just needs to get them cobwebs off, get the ring rust off, and have a few warmups, then jump into them, probably at the end of the year at some point.”
Paul, 28, suffered his first and so far only defeat to Fury, 25.
But he has won five since, most recently against Mike Tyson, 58, in November which was marred in controversy amid the age difference.

KSI, 31, is also yet to return since losing to Fury having also suffered a hand injury and wad due to do so on Saturday against Dillon Danis, 31.
But he was forced to postpone the bout against the MMA star after falling ill.
Roman was due on the undercard against against Chase DeMoor, 28, who has starred on reality TV in America.
Tommy would have supported his older brother from Manchester as Roman talked up rematches with KSI and Paul.
He said: “I’d want him to have the Jake Paul one. I just think Jake Paul’s a better person to work with. He’s a lot more professional than KSI.
“And at the end of the day, you’ll get a better fight because KSI, he’d be jumping up and down and lunging, you know.
“KSI made that fight bad – not Tommy. So I’d like to see him do the Jake Paul one.
“I think it’s a bigger fight than the KSI one, but of course, come back and shut this KSI up for good.”
